Heat pump: market economy versus forced economy

In 2019, the Triple-Tiny project started, which was the original name for GEMINI next Generation. First, I contacted European companies about the heat pumps. Then I looked around on Alibaba and the 40,000 heat pump listings. The prices were absolutely shockingly low.
I then filed a complaint with the EU Competition Commission: Suspicion of price fixing and cartelization among EU heat pump manufacturers. Reason: The German worker earns significantly more than the Chinese worker, yet the Chinese worker can afford significantly more heat pump for his salary.
For new construction, the heat pump is not a question at all, at least if you have the ability to buy directly on Alibaba or have a cheap supplier. The situation is quite different for old buildings, however. Over the years, some of my acquaintances had the desire to convert to heat pump.
I did not realize any of these wishes because the profitability calculations were too tight. JAZ (annual performance factor) 2.3 instead of 2.7 could have destroyed a friendship: "You recommended this #!#!#! to me and now I pay more than before". There are always the operating costs of the old heating compared to credit rate and operating costs of the new heating. But can you create at least 2.5 kWh of heat with 1 kWh of electricity with new radiators? Retrofit floor heating has adventurous costs. The problem was further aggravated by the drastically increasing credit interest rates. After all, the loan rate plus the operating costs apply to the changeover.
When it's very cold, air-source heat pumps degenerate into electricity heating. What if everyone had an air-source heat pump? No problem in new buildings according to Salzburg's building code, but quite different in existing buildings.
I currently live in such an old building. The house was built in 1997. Exterior walls u=0.5, roof u=0.3. Those were the building codes at the time dictated by the brick lobby. The lobbying was, the u-value for the wall must be so bad that our best brick can meet that without additional insulation. 4 houses, each with about 270 m² of living space, are centrally supplied by a gas burner. The hot water pipes are laid through the underground garage and are reheated electrically. Costs adventurous 25,000 kWh electricity per year.
When the old gas burner was to be replaced, I tried to propose 4 heat pumps, one in the basement for each of the 4 houses. Either for full supply or at least for heating to -2 °. The old gas heating once it gets colder. Would have had the advantage that the 4 heat pumps would have been closer to the consumer and so the electric reheating of the hot water pipes superfluous.

There are so adventurous promises around, like: "With poor we promote up to 80 er costs". How could such a poor family only heat up to now, if the economical heat pump must be promoted with 80 er costs? Is the conversion now a cost savings, or so expensive that you have to take over costs at Armen 80?
When politicians promise so grandly that switching to heat pumps will save money, then contracting would be the ideal solution. A contract "We supply heat at 80 he cost of your current heating". This means that the contarcting provider takes care of everything. Purchase of the heat pump, installation, replacement of the radiators, possibly conversion to wall or floor heating. Of course, it also takes care of the necessary loans. The contracting customer only has to do one thing: eat 80 for heat what he previously paid for heat with the old heating system. Or what he would have paid for heat without refurbishment. For example: before the renovation and the heat pump, you paid €2,000 a year for 20,000 kWh of heat. The refurbishment has reduced the heat demand to 10,000 kWh. Therefore, you now pay 16 cents/kWh, which includes the refurbishment costs.
That would be an honest solution, in stark contrast to the self-contradictory advertising drivel of the green politicians.
Those with the expertise to buy directly from Alibaba themselves can save much more, of course, but the contracting offer would be an assured savings over existing heating costs.
Why did an extremely primitive cell phone cost over €1,000 in 1993, but a simple smartphone can be ordered on AliExpress for as little as €40? That's technical progress and a free market economy.
A constantly increasing, but revenue-neutral CO2 tax is part of the steering of the free market economy. Dear business, make your customers offers to escape from the CO2 tax, which are so good that your customers are enthusiastic about them.
The heat pump industry here is cherry-picking. They never wanted the mass market. They just wanted a small market with high profit margins. Is this industry now supposed to get new customers through coercive measures?
There were several heat pump companies a few years ago that did not submit a bid for this housing complex with 4 houses and 270 m² of living space each. They simply did not offer, because you wanted to charge such high prices that the offer would have been too expensive. Just no raisins, just ordinary cake.
But what would have been the offer if he had been forbidden to replace the old gas burner with a new one? Would there have been all tenants and owners so poor that 80örderung would have been necessary?
